The rule checks the metric zk_ruok; when its value is 0 it means the Zookeeper instance responded negatively to the ruok health check, indicating the service is not healthy. The alert fires as soon as zk_ruok == 0 evaluates to true, i.e., whenever the instance reports an unhealthy state.
