The alert fires whenever the metric cassandra_commit_log_pending_tasks for a given cassandra_cluster label exceeds 15. In other words, if any node reports more than 15 pending commit‑log tasks, the Cassandra commitlog pending tasks alert will be triggered for that cluster.
